The Private Security Authority (PSA), the statutory body with responsibility for licensing and regulating the private security industry in Ireland, have issued new guidance legislation on the installation and maintenance of automated gates, Powered Gate Contractors - PSA 80:2025 - Installer of Security Equipment - Access Control the Standard For The Licensing Of Powered Gates Contractors. This comes into force on October 31st 2025.

This is a detailed set of guidance that installers and owners of automated gate systems must observe. Automatic Gates fall within the scope of Access Control services as defined by the Private Security Authority (PSA). It is against the law for any person other than a PSA Licensed Access Control contractor to install maintain, service or repair automatic gates.

PSA Licensed Access Control Contractors must ensure they:

  • Install safely to manufacturer instructions and report concerns to suppliers
  • Assess site specific hazards, reporting and recording these
  • Assume legal responsibility of the installation
  • Document all installations to meet EN standards
  • Undertake mandatory force testing to suit gate installations
  • See that all work must is carried out by competent, trained, skilled fitters
  • Inspect and test all work on completion
  • Supply a Maintenance File and Certificate of Compliance to the client
  • Compile a Technical File and retain it unchanged for at least 10 years after installation

PSA 80 expects all installers to be technically competent and formally trained, not simply “experienced”. Only PSA Licensed Access Control Contractors should install or service automatic gates. new contractors are required to hold a PSA licence in the category “Installer of Security Equipment – Powered Gates” and undertake the required auditing. Existing Installers who hold a PSA licence in the category “Installer of Security Equipment – Powered Gates” will need to undertake PSA 80 audit at their next licence renewal date.

Owners of Automated Powered Gates should:

  • Ensure gates are installed and serviced by approved engineer
  • Keep and ensure the supplied maintenance file such as:
    • A Declaration of Conformity
    • A CE plate affixed to the system
    • Maintenance instructions and safe use instructions.
  • Follow user instructions and planned maintenance.
  • Act if informed by the installer of safety defects.
  • End users cannot simply rely on installers — they have legal duties to maintain and operate the system safely.

As the equipment Manufacturer CAME ensures:

  • To provide a Declaration of Incorporation, installation and maintenance instructions.
  • To comply with all directives such as the Machinery Directive
  • For Safety Devices:
    • they are CE-marked under the Machinery Directives
    • they conform fully with EN 12978 and relevant EU directives (Machinery, EMC, Radio Equipment).
